Buyer guide // Texas Child-Centered Care

T3C software for Texas GROs: what DFPS asks for, and how to prepare.

T3C is how DFPS now credentials residential operations: a Service Package Credential, earned against the T3C System Blueprint. This guide walks through what an operation has to be able to show, and how the OpsCore RTC T3C credentialing package helps you prepare for T3C credentialing.

For Texas General Residential Operations preparing for a T3C Service Package Credential, whether or not they use OpsCore RTC. Updated October 2026.

01T3C · the deadline

At least one credential before September 1, 2027.

DFPS says a credential is necessary to offer any of the 24 Service Packages or 3 Add-On Services under T3C. As of January 1, 2026, the Interim Credential is no longer available as an application route.

Based on the current roll-out schedule, DFPS says all providers will have to be awarded at least one credential before September 1, 2027 to serve children and youth in DFPS conservatorship or young adults in Extended Foster Care, with the exceptions DFPS lists. Applications go through the DFPS T3C Credentialing Platform.

02T3C · each child

Assessments, plans, confirmations and aftercare for each child.

Each child 3 and older has a CANS 3.0 within 30 days of placement, or of turning 3, and at least once a year after that.

With each six-month review, the Program Director and Treatment Director confirm in writing that the child still needs this level of care, and a copy goes to the caseworker within 15 business days.

After discharge, the operation follows up with the youth and family for six months and records the outcome: weekly at first, then twice a month, with a monthly copy to the caseworker.

03T3C · staffing

Who holds each T3C function, what they are trained in, and the ratios.

Someone is named for each T3C function, with the date they took it on and the training for that role, and an organizational chart shows each function and its line of reporting.

At night there is at least one awake direct delivery caregiver for every 7 children. Each case manager carries no more than 15 children. Treatment director, caregiver and case management work is done by employees, not contractors or volunteers, and the Licensed Child Care Administrator is a full-time employee dedicated to this one operation.

Every staff member and caregiver completes Human Trafficking Prevention training, proven on day one.

Training records by role in OpsCore RTC.

04T3C · admissions and services

Admissions, coordination and normalcy.

Admissions and placement staff are on call or available 24 hours a day, 365 days a year, to screen and admit children, and a pre-placement visit is held when applicable and appropriate.

Services through STAR Health, HHSC Behavioral Health, ECI, school and other agencies are documented with each request. The operation takes part in school enrollment, and supports normalcy: clothing, hygiene products, hair care, birthdays, holidays, graduations and other age-appropriate activities.

05In OpsCore RTC

Where each requirement lives in the portal.

In OpsCore RTC, T3C functions are recorded on each staff profile, and holding one adds its role training to that person. The ratio board on the Staff page counts only caregivers who have finished the training to be counted in ratio. A contractor or volunteer in a role that must be an employee is flagged.

The on-call admissions roster is kept in Intake, and gaps over the next two weeks show there. The T3C System Blueprint sets no interval for reviewing caseloads, so the application asks for a review every three months.

T3C Credentialing Support

TDS Enterprise Solutions helps Texas General Residential Operations prepare for Texas Child-Centered Care (T3C) credentialing. Based on information the operation provides, we prepare draft policies and procedures, a logic model, staffing, training, quality assurance and aftercare plans, an information system plan, and checklists for the GRO Full Credential application. A TDS reviewer checks every document before it is delivered.

TDS does not issue, grant or guarantee a T3C credential. Credentials are issued by the Texas Department of Family and Protective Services (DFPS) to the operation, and TDS is not affiliated with or endorsed by DFPS or HHSC. The operation reviews, adopts and is responsible for its own policies and practices, and its leadership signs and submits the application and every attestation. Where national accreditation is required, it is granted only by CARF, The Joint Commission or COA. Our services are not legal advice.

What is the T3C deadline?

DFPS says that, based on the current roll-out schedule, all providers will have to be awarded at least one credential before September 1, 2027 to serve children and youth in DFPS conservatorship, with the exceptions DFPS lists. What is T3C?

Texas Child-Centered Care. It is how DFPS now credentials residential operations: a Service Package Credential, earned against the T3C System Blueprint.

Will this get us credentialed?

No software or consultant can. DFPS credentials operations. The T3C credentialing package helps you prepare for T3C credentialing by keeping what the Blueprint asks for in order and in one place.
