Start the day with the clocks that are open.
Most Chapter 748 findings are not about a missing policy. They are about a deadline that passed: a notification not made in time, a review not held, a renewal that quietly lapsed.
The OpsCore RTC dashboard opens on every clock running across the operation, overdue first, so the work that has a deadline is the work you see.

Intake through discharge, on one record.
Admission, placement history, service plans and the documents each one requires sit on one record for each child, rather than in four places that disagree.
When a monitor asks for a child’s file, it is one record, not a search across folders.

The incident starts its own clock.
Serious incidents and emergency behavior intervention are recorded against the rule that governs them, and the notification window runs from the moment the incident is logged.
You are not working out the deadline from memory after a long night. The record tells you what is due and when.

Medications that will not run without consent on file.
Administration records, counts and the errors that have to be reported are kept where an inspector can be shown them. A medication with no consent on file does not run.

Personnel files, checks and the training year.
§748.363 files, background checks, credentials and the renewal dates that expire if nobody is watching, with required training hours by role and orientation completion tracked against the requirement rather than totalled at renewal.

A citation that resolves to the rule, and to your policy.
Your policy set is mapped to the standards it answers, so a citation from a licensing visit resolves to the document that covers it.

What a licensing visit asks for, and where it lives
Serious incident notified within its window
§748.303
Logged against the rule; the notification clock starts on entry and shows on the dashboard until it is met.
Emergency behavior intervention documented
Recorded with the incident it belongs to, against the rule that governs it.
Medication administration and consent
Subchapter L
Administration records and counts per child; no consent on file, no administration.
Complete personnel files
§748.363
Each file, background check and credential on the staff profile, with renewal dates watched.
Required training hours by role
§748.930
Hours tracked against the requirement through the year, with orientation completion.
Each child’s placement and service plan
One record from admission to discharge, with the documents each step requires.
Policies that answer the standards
Your policy set mapped to the Chapter 748 standards, so a citation resolves to the document.
Who changed what, and when
An audit trail behind the records, ready for an inspection.
T3C Credentialing Support
TDS Enterprise Solutions helps Texas General Residential Operations prepare for Texas Child-Centered Care (T3C) credentialing. Based on information the operation provides, we prepare draft policies and procedures, a logic model, staffing, training, quality assurance and aftercare plans, an information system plan, and checklists for the GRO Full Credential application. A TDS reviewer checks every document before it is delivered.
TDS does not issue, grant or guarantee a T3C credential. Credentials are issued by the Texas Department of Family and Protective Services (DFPS) to the operation, and TDS is not affiliated with or endorsed by DFPS or HHSC. The operation reviews, adopts and is responsible for its own policies and practices, and its leadership signs and submits the application and every attestation. Where national accreditation is required, it is granted only by CARF, The Joint Commission or COA. Our services are not legal advice.

Questions buyers ask
Is there software for Texas General Residential Operations?
Yes. OpsCore RTC is built against 26 TAC Chapter 748, the minimum standards for General Residential Operations and residential treatment centers, not adapted from a general behavioral health system.
Who is OpsCore RTC for?
Licensed General Residential Operations and residential treatment centers in Texas, regulated under 26 TAC Chapter 748. One facility or several under a common operator.
What does it cost?
$300 per facility / month, including 15 beds and unlimited users. You can start on Software only with no onboarding fee and cancel anytime, or choose an onboarding plan such as Full onboarding + T3C.
Does it keep incident notification deadlines for us?
Yes. A serious incident is recorded against §748.303 and its notification window starts running when it is logged, so what is due and when is on the dashboard rather than in someone’s memory.
Can we show records to a licensing inspector from it?
Yes. Records are kept against the rule that requires them, policies are mapped to the standards they answer, and there is an audit trail behind the changes.
Does it help with T3C?
OpsCore RTC includes a T3C area, and the Full onboarding + T3C plan includes a T3C credentialing package that helps you prepare for T3C credentialing. DFPS credentials operations; software does not. See the T3C credentialing guide for details.
